It has become a practice for GHMC to permit illegal structures, then regularise them: Justice C.V. Bhaskar Reddy

Observing that it had been a practice for the GHMC to allow illegal/unauthorized constructions and then consider them for regularization, Judge CV Bhaskar Reddy ordered the GHMC commissioner and the HMDA commissioner to present a detailed report on “illegal structures” on Tuesday in the mortal gandipe of Manikonda Jagir in the Ranger District.

The judge ordered the two officials to personally appear a bank if they provide the report before July 2. The report must be supported by photographs and videos about the total number of existing constructions as in these lands. The report must include the details about the number of permits granted for the construction of buildings, which are raised without permission and structures that deviated from the sanctioned plans.

Judge Bhaskar Reddy sought to know about which action began under the GHMC law against illegally built structures. In how many cases, the authorities, written in the Department of Electricity and Water to disconnect energy and water supply to unauthorized structures. The report should mention what measures were being taken against GHMC officers who could not verify illegal structures in the area.

The GHMC approach and government departments that encourage illegal constructions in violation of the law required a strict action, said the judge in the order approved in a request for contempt to the Court. The Maninagar neighborhood, from the Maninagar neighborhood, presented to the soy of contempt, to the Member Protection Welfare Society alleging that the authorities were removing the mute spectators, even when the illegal structures appeared in the lands under different surveys numbers in the Jagir Manianda village.

The petitioner knocked down the doors of the HC through a writing request that indicated that unauthorized structures were emerging in the area incessantly. On March 14, 2023, the HC passed an order that indicates to the GHMC to keep the status quo in the lands. However, illegal constructions continued. The petitioner presented the contempt case indicating that despite the HC order, several illegal structures appeared in the lands. The association presented photographs and videos that suggest that they were not effective GHMC tasks to verify illegal constructions.

The judge commented that Prima Facie, it seemed that the GHMC and the HMDA were not implementing HC orders, partly with respect to the preparation or elimination of illegally high structures.
