26/11 Mumbai Terror Attacks: David Headley Cannot Be Extradited To India Due To This Reason | Exclusive

Research on the case of the terrorist attacks of Mumbai 26/11 remain incomplete without David Headley, but extreme it is impossible due to their agreement with the USS, the main sources of intelligence have said TAVE to CNN-News18. A mixture of legal, diplomatic and strategic reasons ensures that the United States will never extradite it. The United States prioritizes control retention over people with valuable intelligence, even if it prevents the search or justice of India.

The Headley Poba Agreement in 2010 with the US authorities avoids its extradition to India, Pakistan or Denmark, as part of their cooperation agreement, the sources said. This agreement, which is legal binding, avoided the death penalty in exchange for their testimony against conspirators such as Tahawwur Rana, added the sources. As a protected witness, Headley’s confessions about Mumbai’s attacks and his connections with Lashkar-E-Taiba (LET) and Pakistan’s ISI made him an essential asset for US investigations.

According to the sources, the United States believes that extradicting Headley would compromise onteligence operations and future processes. The evidence suggests that Headley had previous connections with US agencies such as DEA and FBI as an informant, possibly granting implicit protection, according to sources. The leaked documents indicate that American intelligence monitored plot 26/11 but did not act preventively. Extracting it could expository intelligence collection techniques and its double role as a terrorist and informant, the sources say.

The Headley Poba Agreement assured that it would not face capital punishment, a condition that India could not accept due to its firm position on the offensive related to terrorism, as in the case of Ajmal Kasab, sources said. The United States refused to extradite Headley comes from legal agreements, strategic intelligence interests and diplomatic caution. On the contrary, the extradition of Tahawwur Rana highlights the effectiveness of the negotiations of the Indian government, according to the sources.
