The leaked documents indicate that American intelligence monitored plot 26/11 but did not act preventively. Extracting it could expository intelligence collection techniques and its double role as a terrorist and informant, the sources say.
The Headley Poba Agreement assured that it would not face capital punishment, a condition that India could not accept due to its firm position on the offensive related to terrorism, as in the case of Ajmal Kasab, sources said. The United States refused to extradite Headley comes from legal agreements, strategic intelligence interests and diplomatic caution. On the contrary, the extradition of Tahawwur Rana highlights the effectiveness of the negotiations of the Indian government, according to the sources.
