The Government of Andhra Pradesh has promulgated the Caste Ordinance (sub-clarifying) of Andhra Pradesh, 2025, which marks a decisive step towards the categorization of the scheduled castes (SC) in subgroups for the provision of directed well-being.
Issued under Mrs. No. 19 by the Law Department, the Ordinance had been signed by Governor S. Abdul Nazeer on April 16, 2025, and was published Sub -Convencence in the State Gazette on April 17 (Thursday).
The Ordinance, designated as Andhra Pradesh Ordinance No. 2 of 2025, seeks to provide a legal framework to classify SC communities in three subgroups to address disparities in representation and access to well -being schemes.
To guarantee integrated and equitable progress between the various subcostas within the castes scheduled in Andhra Pradesh, the state government Promuelgelt the Ordinance proposes by the Social Welfare Department.

As part of the initiative, the 59 castes scheduled in the state had been classified into three categories based on their population, backwardness and social cohesion. The reservation percentage for each of these three categories had also ended.
The 12 sub -hosts in Group I that had 1% reservations were Bavuri; Chachhati; Chandala; Dandasi; Dom (Dombara, Payi, Pano); Ghasi (Haddi, Filli Chachandi); Godagali (Godagula); Mehtar; Paky (Moti, Thoti); Pamidi; Stuffed; and Sapru.
Similarly, 18 subcostas in Group II that had reservations of 6.5% were Arundhatiya; Bindla; Jacket (Mochi, a lot, jacket-ravings, jacket-rohides); Chambhar; Dakkal (Dokkalwar); Dhor; Godari; Gosangi; Jaggali; Jambuvulu; Kolupulavandlu (Pambada, Pambanda, Pambala); MOTHER; Madiga Dasu (Mashteen); Mang; Garodi mang; Matangi; Samagara; and unindhollu (chindollu).
There were 29 subcostas in Group III that had a 7.5%reservation, and included Adi Dravida; Anamuk; Araya bad; Arwa Mala: Bariki; Byagara (Bygari); Chalavadi; Ellalawar (yellamalawandlu); Hooya; Holeya Dasari; Madasi Kuruva (Madari Kuruva); Mahar; Bad (bad ayawaru); Bad dasari, bad dasu; Mala Hannai; Malajangam; Bad masti; Sale of bad (Netkani); Mala Sanyasi; Manne; Mundala; Samban; Yatala; Valuvan; Adi Andhra; Mashti; Mitha Ayyalvar; and Panchama (Paria).
A 200 -point list system for subcategorization would be followed. It would work in two cycles (each of the points 1 to 100).
The Government believes that the Ordinance will guarantee fair and equal access to educational and employment opportunities for all groups within SC, thus fulfilling constitutional objectives and guaranteeing collective development.
Previously, the Government had constituted an individual commission headed by the retired officer of the IAS Rajiv Ranjan Mishra, which suggested subclassification. The ordinance would be implemented in the 26 districts of the State.
